The research was important for different tasks such as language learning, translation, automatic multilingual lexicon etc. The article is a short review of English phrasal verbs and their translations to Russian and Finnish. English phrasal verbs are multi-word expressions consisting of a verb and an adverbial particle with a spatial or locative meaning.The meaning of this combination doesn’t depend on the individual meanings of its parts. The most frequent phrasal verb pattern is any form of lexical verb plus prepositional adverb/particle, and usually there can be a noun phrase, any pronoun or any adverb embedded between the verb and the adverb/particle. Neither Russian nor Finnish has phrasal verbs. Eng lish-Russian If there is an English phrasal verb with an adverb or particle, which on its own is a function word like in, on, up etc. , it is usually translated into Russian as verb with prefix, e. g. die down – , find out – .If a part of an English phrasal verb may act as a content word such as forward, behind, apart, together etc. , the Russian translation is often a verb + adverb combination, e. g. bring together – , leave behind – . In today’s society this has become a major problem in creating a better country as a whole. The ‘hard times’ that many people may have could be prevented by more preparation and education for the future simply because more education leads to greater success. Our schooling system needs to be confronted in providing a better education so that our children will bloom and create a better, more intelligent nation than today. Dropping out of high school puts people in a extenuating circumstance for the rest of their life. Without a high school education it basically cripples you in achieving success for yourself in the future. This widespread of dropouts and failures not only effects themselves but also the world around them by decreasing economic growth. â€Å"Conclusions shows that economic growth is directly related to education in each country. I do not think the Telephone and Broadcast should never have or ever be considered a â€Å"Natural Monopoly†. The concept of natural monopoly presents a challenging public policy dilemma. On the one hand, a natural monopoly implies that efficiency in production would be better served if a single firm supplies the entire market. On the other hand, in the absence of any competition the monopoly holder will be tempted to exploit his natural monopoly power in order to maximize its profits. A â€Å"natural monopoly† is defined in economics as an industry where the fixed cost of the capital goods is so high that it is not profitable for a second firm to enter and compete. There is a â€Å"natural† reason for this industry being a monopoly, namely that the economies of scale require one, rather than several, firms. Small-scale ownership would be less efficient. Natural monopolies are typically utilities such as water, electricity, and natural gas. It would be very costly to build a second set of water and sewerage pipes in a city. Water and gas delivery service has a high fixed cost and a low variable cost. Electricity is now being deregulated, so the generators of electric power can now compete. But the infrastructure, the wires that carry the electricity, usually remain a natural monopoly, and the various companies send their electricity through the same grid. Cable as a â€Å"Natural Monopoly† Nearly every community in the United States allows only a single cable company to operate within its borders. Since the Boulder decision [4] in which the U. S. Supreme Court held that municipalities might be subject to antitrust liability for anticompetitive acts, most cable franchises have been nominally nonexclusive but in fact do operate to preclude all competitors. The legal rationale for municipal regulation is that cable uses city-owned streets and rights-of-way; the economic rationale is the assumption that cable is a â€Å"natural monopoly. † The theory of natural monopoly holds that â€Å"because of structural conditions that exist in certain industries, competition between firms cannot endure; and whenever these conditions exist, it is inevitable that only one firm will survive. † Thus, regulation is necessary to dilute the ill-effects of the monopoly. [5] Those who assert that cable television is a natural monopoly focus on its economies of scale; that is, its large fixed costs whose duplication by multiple companies would be inefficient and wasteful. Thus, competitive entry into the market should be proscribed because it is bound to be destructive. The Competitive Reality 1. A skeptic hearing exhortations that cable television is a natural monopoly that should be locally regulated could have some questions at this point. First, if cable is a natural monopoly, why do we need to guarantee it with a franchise? Economists Bruce Owen and Peter Greenhalgh argue persuasively that given economies of scale, if a cable company â€Å"is responsive and efficient in its pricing and service quality then there will be little incentive for competitors to enter, and no need for an exclusionary franchise policy. â€Å"[9] Thus, if entry restrictions are necessary to arrest competition, the industry by definition is not a natural monopoly. 2. Second, if cable is a natural monopoly, is it necessarily a local monopoly? Some observers use the terms interchangeably, but there is no evidence that economic laws respect municipal boundaries. Given large fixed costs, does it make sense to award a local franchise to one company when another already has facilities in an adjacent community? Yet such â€Å"wasteful duplication,† as the natural monopoly proponents would call it, occurs frequently under the franchise system. Local franchises make no sense in a true natural monopoly setting. 3. These questions, however, go to the heart of natural monopoly theory itself, a doctrine that is under increasing attack. [10] In the face of crumbling conventional wisdom in this area, the burden should be on the natural monopoly proponents to demonstrate that competition is not possible, and further, that regulation is necessary. Such a demonstration will prove impossible in the cable context. Cable is both extremely competitive, facing both direct and indirect market challenges, and, in any event, is better left unregulated. For many decades, economic textbooks have held up the telecommunications industry as the ideal model of natural monopoly. A natural monopoly is said to exist when a single firm is able to control most, if not all, output and prices in a given market due to the enormous entry barriers and economies of scale associated with the industry. More specifically, a market is said to be naturally monopolistic when one firm can serve consumers at lower costs than two or more firms (Spulber 1995: 31). For example, telephone service traditionally has required laying an extensive cable network, constructing numerous calls switching stations, and creating a variety of support services, before service could actually be initiated. Obviously, with such high entry costs, new firms can find it difficult to gain a toehold in the industry. Those problems are compounded by the fact that once a single firm overcomes the initial costs, their average cost of doing business drops rapidly relative to newcomers. The telephone monopoly, however, has been anything but natural. Overlooked in the textbooks is the extent to which federal and state governmental actions throughout this century helped build the AT&T or â€Å"Bell system† monopoly. As Robert Crandall (1991: 41) noted, â€Å"Despite the popular belief that the telephone network is a natural monopoly, the AT&T monopoly survived until the 1980s not because of its naturalness but because of overt government policy. † I hope that the above facts help support my beliefs that these industries should not be considered Natural Monopolies. Singapore is also a cosmopolitan city , just like many other dynamic cities of the world. Singaporeans also need to go beyond understanding the main races to respecting all people regardless of race, language or religion, who live and work in Singapore – for the harmony, prosperity and progress of the nation. The nation’s turbulent and tumultuous history is a coherent testimony to the significance of racial harmony. The day commemorates the communal riots that broke out on 21 July 1964 between Malays and Chinese during a Muslim procession celebrating the Prophet Muhammad’s birthday, which led to 36 dead and 590 injured. That is why we make it a point to commemorate Racial Harmony Day every year on 21 July. As a nation, Singaporeans can then grow our common space while respecting diversity, foster interreligious communications, and thereby ensure that religion will not be abused to create conflict and disharmony in Singapore. Imperative is this celebration, as Singaporeans can assimilate and learn cultures and traditions of other races. This is paramount in avoiding misunderstandings and conflicts of different races and make our country a democratic society. So, what does the government do to promote racial harmony in our multi-ethnic society? Besides food tasting, games, homestays and the practice of donning ethnic costumes, a few key activities have been introduced to the Racial Harmony Day celebrations over the years. The practice of wearing orange ribbons – the colour symbolising racial harmony and intolerance towards racism – first began in 2001, when the Singapore History Museum (now known as the National Museum of Singapore) introduced it in a school. In addition, since 2008, OnePeople.sg has organised the Orange Ribbon Celebrations, a signature month-long event held every July, to commemorate racial harmony on a national level. The Government has also established Inter-Racial Confidence Circles (IRCC) and Harmony Circles in all our 84 constituencies to reach out to all Singaporeans in order to strengthen understanding and a shared sense of responsibility among Singaporeans of all races and religions. The IRCCs create opportunities for Singaporeans to explore and appreciate their differences and develop bonds among different ethnic and religious communities. They organise visits to the houses of worship of different religions. This fosters greater religious harmony between the different religious and ethnic groups. This can promote racial harmony in our society. In addition, more than 80 % of Singaporeans live in HDB flats. Living in multi-racial housing estates is a step towards forging a bond between the different racial groups in our society. As the various communities are brought closer together and share common facilities in the housing estates, it allows them to interact with and understand one another better. Living together in multi-racial housing  estates may also increase the likelihood of friction between different races. Hence, residents have to learn to live in harmony with one another.  Furthermore, government encourage schools to organise a range of cross-cultural activities for students during Racial Harmony Day, which may extend to become a weeklong event. Some of these activities include dressing up in ethnic costumes, sampling ethnic food and playing traditional games. Students also revisit the 1964 communal riots in different ways such as skits, talks and oral history accounts. Moreover, The National Heritage Board and its various museums took part in the Racial Harmony Day celebrations in 2001. Activities organised by the National Heritage Board included an exhibition at the National Archives titled â€Å"Living History: Tracing Our Customs and Traditions† and another exhibition at the Singapore Philatelic Museum, which explored Singapore’s ethnic cultures through stamps and postcards. The Conception of Substance Dualism Rene Descartes, a 17th century French philosopher, created the idea of Substance dualism. Descartes states that the mind and the body are two separate entities that possess different characteristics. The mind, a theoretical substance, cannot be viewed in space as a material substance using tradition measuments such as height or weight. Because of this, only the physical body can be extended, not the mind, separating the two into the theory of substance dualism. Throughout the many Meditations, multiple concepts are introduced in order to prove this seemingly complex notion.A principle that Descartes often employed and of great interest to me is that nothing can come from nothing and provides an excellent basis for the many ideas surrounding substance dualism. Descartes concluded that because no perfect idea can be created by something imperfect, the idea that an indefinitely perfect God exists must have been place in us by a perfect God. Descartes uses very complex and convincing arguments to prove the existence of God and the separation of mind and body. Cartesian theory essentially proves each sub-idea until the main idea is reached.By using a step-by-step methodology for proving God’s existence and substance dualism, it is very difficult to find a flaw in his theories. Because nonexistence is an imperfection, God must exist because he has placed a perfect thought of him into us. This is Descartes first reasoning as to why God exists. Next Descartes says that because deception is an imperfection, God cannot be a deceiver, loosely disproving doubt of objects and surroundings. Descartes reasoning for separating mind and body is as follows.He states that because I have a clear and distinct conception of myself as a thinking thing without extension, the mind cannot exist in space. Because he also recognizes the body however as having extension, It cannot be a res-cogitans. Despite his methodology, it is difficult to agre e with Descartes on his theory of substance dualism. He connects each idea in a logical way, but the main picture seems too irrational. If the mind and the body are separate as he states using the theory of doubt, what is the agent of movement and extendibility for the body?If the mind is not extendible, it seemingly cannot control the function of a body. Descartes states later on that the mind connects to the body through the Pineal gland. Most Cartesian theorists, refuse to accept this theory because it contradicts Descartes original theory of substance dualism. A non-extendable object cannot connect to an extendable one because Descartes argues that the mind is immeasurable in space. In addition, Descartes has no grounds to question the existence of his own body. According to him, Gods very existence proves his perfection.A perfect God is incapable of deception meaning that all objects on earth exist, including our bodies. In conclusion, Descartes does an admirable job in creatin g a logical format that shows how God can exist. Furthermore, his belief that the mind and body are separate entities based on extension and thought makes sense until he questions the existence of our bodies. In doing this, Descartes is contradicting his original theory about deception and raises new questions. Descartes makes good arguments but is missing key concepts that cause his theory to ultimately fail.
